Help improve the lives of farm workers in the West.

RCAC has a long history in farm worker housing. The U.S. Department of Labor (DOL) Farm Labor Housing Program; U.S. Department of Agriculture (USDA) Mutual Self-Help Housing Program; and the U.S. Department of Housing and Urban Development (HUD) Community Development Technical Assistance Program are major supporters of our farm worker housing efforts.

RCAC is a conduit for a regional DOL grant that provides project-specific technical assistance and manages 10 pass-through grants to members of the Pacific Mountain Farmworker Housing Partnership (PMFHP). PMFHP includes agencies in Washington, Oregon and California that produce more than 1,500 units of farm worker housing each year. Through this network, RCAC provides technical assistance and training to community-based organizations, growers and rural government agencies to create and maintain farm worker housing in 13 Western states. Western grantees produce approximately 70 percent of the nation’s annual Self-Help Housing (more than 1,000 homes).

RCAC also works with nearly 80 Community Housing Development Organizations (CHDOs) recognized by HUD in 10 Western states. RCAC provides training, direct technical assistance and pass-through funds to CHDOs that support housing development, project feasibility, financing, housing management, board training and strategic planning.

RCAC provides technical assistance and training to farm worker housing developers for the production of single family and multi-family housing as well as housing rehabilitation. We also provide technical assistance to approximately 13 housing counseling agencies as a Certified National Housing Counseling Intermediary.

In addition, RCAC offers information; serves as an advocate for farm worker housing at local, state and national levels, and sponsors farm worker housing conferences and workshops.
